Revenue expenditure covers salaries, pensions, interest and subsidies; capital expenditure builds roads, schools and other assets. A higher capital share generally signals more investment-oriented spending. Figures are ₹ crore at current prices (Annexure 5); shares of GSDP use Annexure 1.1. All-States is the sum across the 28 states in the report. Delhi and Jammu & Kashmir are excluded (not listed in the annexure).
